“双证书”课程模式是实施“双证书”制度的基础。本研究旨在从专业教学标准与国家职业标准“对接”的视角,建构应用于职业院校教育实践的新型“双证书”课程模式,以此作为实现“直接式双证书”的基础。 本研究以文献研究、案例研究、比较研究、行动研究等方法为手段,全面分析了“双证书”教育实施现状。综合运用哲学、心理学、教育学和管理学等理论,从职业教育为人的生存发展服务,为社会服务这一根本目标出发,研究了建构“双证书”课程模式的理论基础;从提高课程模式的普适性出发,研究了课程模式的本体性价值、手段性价值和工具性价值的内涵。在此基础上,根据结构功能理论,建构了由课程、教学实施、评价和价值关系四个子系统组成的课程模式框架,设计了系统要素之间的联系和相互作用关系。 通过理想与现实对比,本研究认为新的“双证书”课程模式,应在以下三个方面体现出与国家职业标准的“对接”,具体表现为:课程内容在广度和深度上要覆盖国家职业标准对技能和知识的要求;课程学习过程要在职业认同感培养、情境设计、学习方式设计等方面,符合职业工作过程的要求;课程评价方式要与职业技能鉴定方式一致。实现上述三个方面“对接”的措施是:在提升“双证书”课程模式本体性价值的基础上,进一步突出其手段性价值和工具性价值建设。手段性价值的实现途径是,提供“双证书”职业能力等效性评价的“中介物”,唤起利益相关者的参与意愿,提升“双证书”课程的社会认知度。工具性价值的实现途径是,提供规范化的课程开发、教学实施和评价等工作的路径和方法。 在上述思想指导下,本研究提出了规范国家职业标准分析路线和职业能力要求提取的方法;规范“双证书”课程开发步骤、开发流程、规范“双证书”课程开发主体职责的方法;在课程开发质量评价中,采用“双证书”课程认证环节,作为课程得到利益相关者认可的手段;提出了以不同价值取向的课程目标与教学实施方式要素的联系方法和交互式学习思想设计“双证书”课程教材,提升教材使用性的方法。 根据我国实际情况,借鉴国外先进经验,本研究认为实施“双证书”课程模式还需要进一步建设学校外部和内部的保障条件。在外部环境方面,要建立专业教学标准和国家职业标准联动机制,协调各利益相关方关系,调动各利益相关者的参与积极性。在内部环境中,要以保障专业教学标准和国家职业标准“对接”质量以及提升“双证书”课程模式实施条件和环境为工作重心。 关键词:职业教育,双证书,对接,课程模式

The curriculum model of “Dual Certificates” is a base for implementation of “Dual Certificates” ordinance. Based on the perspective of “butt joint” between professional course standards and National Occupational Standards, this study aimed to establish a new “Dual Certificates” program model, which could be applied to the educational practice. In this study, the implementation status of “Dual Certificates” education was firstly analyzed based on the literature review, case and comparative studies, and practical research methods. Then, a “Dual Certificates” curriculum model was developed by using the theories of philosophy, psychology, education and management and on the basis of serving for human living and development. In addition, the ontological and instrumental values of the “Dual Certificates” curriculum model were discussed to promote the acceptance of the “Dual Certificates” curriculum model. Based on above research, a framework of the “Dual Certificates” curriculum was established, which included courses, teaching implementation, evaluation and value systems, and revealed the relationship among these elements and their interactions. By comparing the ideality and reality, this study suggested that the new “Dual Certificates” program should “butt joint” with the National Occupational Standards in three aspects: the course content should cover the knowledge and skills required by the National Occupational Standards in the breadth and depth; learning procedure should meet the requirement of occupational process on vocational commitment, situational design and learning style; and curriculum assessment should be consistent with the evaluation of vocational skills. To reach the goals of above “butt joint” aspects, emphases on the means and instrumental values on the basis of ontological value for achievement would be important. Three approaches are proposed in this study to achieve the objectives of mean values: providing the equivalent evaluation media for the evaluation of vocational ability of the “Dual Certificates”; motivating the stakeholders to join the programs; and enhancing social awareness and acceptance of the “Dual Certificates” program. Therefore, establishing standardized methods for developing, implementing and assessing the “Dual Certificates” curriculum could help realize the instrumental values. According to above analyses, standardized procedure, development process, and responsibilities of the stakeholders for the “Dual Certificates” curriculum development were proposed; and the standardized analytical methods for National Occupational Standard and required occupational skills were then suggested. To evaluate the curriculum development, this study also proposed to adopt accreditation for “Dual Certificates” courses, which could promote the acceptance of “Dual Certificates” by the stakeholders. Our research also raised the idea that courses goals should relate to teaching implementation based on different course values and designing textbooks with an interactive learning could improve the usefulness of these textbooks. According to China’s current situation and by learning from the advanced foreign experience, it was believed that implementation of the “Dual Certificates” curriculum model requires further improvement of the internal and external supporting and enviromnental conditions at vocational colleges. From external prospective, a linkage mechanism of professional teaching and national professional standards should be established. Meantime, the mechanism should motivate the interests of the relevant parties and stimulate the enthusiasm of the involved stakeholders. In contrast, internaly, vocational colleges should focus on the quality of “butt joint” between professional course standards and National Occupational Standards, and further improve and optimize environmental conditions to sucessfully implement the “double certificates” curriculum mode.
