本论文是以「台湾媒体对地方政府治理评鉴之研究」为题，积极探索台湾媒体对于地方政府治理进行评鉴之质性研究，並以全台县市首长施政滿意度大调查实务运作為经、花莲县受理媒体評鑒个案分析為緯，藉此深入了解媒体与政府治理关系之策略作为。 主要研究方法采取内容分析法、文献分析法、个案研究法及深度訪談法，辅以政治传播等相關理论資源，以全新视角审视台灣媒体民意调查評鑒历程，探究媒体對地方政府治理评鉴之关键核心价值，进而提供政府将来拟定相关制度与建构政策之參考依據。 本论文主要意义，是在政治传播、政治营销、民意调查、政府治理等不同学科视角下，深入探究台湾媒体民意調查评鉴的概況，以及媒体评鉴地方政府治理内涵，進而寻求媒体与地方政府互动和改进成长空间。 研究结果发现：一、媒体民意调查评鉴成果，可向政府提出合理的政策建言。二、可对政府产生积极性舆论监督，提升政府治理正向成长。三、促进地方政府理解媒体民调评鉴作为，塑造政府新形象。 最后，本文提出几点建议：一、媒体時時自我检讨评鉴指标，引导地方政府对治理能力改进。二、媒体应采取开放、透明的评鉴平台机制，以维持媒体专业性。三、尊重政府治理多元发展，有助地方政府体认变革与策进标竿。 关键词：政治传播、民意调查、政府治理、治理能力评鉴

This thesis is Research of Taiwan media on local governance evaluation, actively explores the qualitative research of Taiwanese media on the evaluation of local government governance, and the case study of Hualien County accepting media appraisal is taken as latitude to take a deep understanding of the strategic actions of media and government governance. The main research methods to adopt content analysis, literature analysis, case studies and in-depth interviews, supplemented by political communications and other related theoretical resources, a new perspective on Taiwan media opinion polls and evaluation of the history of the media to explore the evaluation of local government governance Key core values, which in turn provide the government with a reference to formulate relevant systems and construct policies in the future. The main meaning of this thesis is to find out the general situation of Taiwanese media opinion polls and evaluations from different perspectives such as political communication, political marketing, public opinion polls and government governance, as well as the media’s assessment of the connotation of local government governance so as to seek media and local government Interact and improve growth space. Research result found: First, the media opinion polls evaluation results, the government can make reasonable policy suggestions. Second, the government can produce positive public opinion supervision and enhance the positive growth of government governance. Third, to promote local government understanding of media polls as a measure to create a new image of the government. Finally, This article make some suggestions: First, the media should always review and appraise standards and guide local governments to improve their governance capabilities. Second, the media should adopt an open and transparent evaluation platform to maintain media expertise. Third, respect for the diversified development of government governance will help local governments recognize the criteria for change and progress.
